The speech put Kennedy in the apparent position of participating by "pairing" his vote against that of another senator and opposing the censure. Although Kennedy never indicated how he would have voted, the episode damaged his support among members of the liberal community, including Eleanor Roosevelt, in the 1956 and 1960 elections.
